So many tid-bits of great info get hidden into threads as sub-topics then later I can't find them. 
I know I've read them, but now they play hide n' seek. 

Recently, Scotch commented to not cover the air-port at top of the pick up. 

When "sleeving" a cracked choke fuel tube make certain to NOT make the sleeve so long that it covers the air-port at the top of the pick-up ! 
Is this hole where fuel oveflow exits the carb to be dumped to the ground?
  

Not to be confused with the "vent" , also in this area.
What is it venting?
