They are scum of the earth Stan.
The problem everywhere is the punishment or sentence these low lifes get for the crimes they commit is far too lenient.
I think the punishment should be decided by the victim of the crime............not a drunken judge who is not in touch with reality.
My punishment for bike related crimes is shown very well in a scene from Mad Max 1, where the criminal is tied to the back of a bike and..................
I bet that would stop them even thinking about bike thefts again ?

I agree with all you said, Pete.
One of my pet hates is litter louts . Every day, I have to pick up countless paper coffee cups, Red Bull cans , McDonalds wrappers etc. from the area where I work. My punishment for these cases would mirror Captain Bligh’s ( Mutiny on the Bounty). - tie the criminal to a post , then flay the hide off them with a cat ‘o nine tails. That would be a punishment certain to stay in their mind as a deterrent to further misdemeanours!
