I also have an issue with revs not coming down even when pushing the throttle back.... how does one test for a vacuum leak with Quick start?

Get the bike idling. Spray small squirts of Quick Start (use very sparingly) near the intake boots/carbs . If you get an instant increase in RPM, you've got a vacuum leak.
